  1. Nov. and Dec., 2007 -- Howard Marlowe (President of Marlowe & Company) traveled to Newbury and held meetings with Vince Russo and John Moak re: beach erosion, including possible representation in Washington.
  2. M&C begins working with Newbury’s Congressional delegation to secure federal funds for the beach replenishment and erosion control contracts.
  3. M&C attends House and Senate Congressional Hearings re: the Army Corps of Engineers’ (ACOE) budget.
  4. M&C meets with staff from Representative Tierney’s office, and the offices of Senators Kennedy and Kerry to begin formulating plans to assist the Town of Newbury secure federal funds for their projects.
  5. M&C met with staff from the House and Senate Appropriations Committee, which has authority of Congressional allocation for ACOE.
  6. M&C begins working with ACOE to initiate the Plum Island Beach Renourishment Study, allowing the study of the effects of placing sediment along the coastline of the Island now.
  7. M&C prepared and submitted documents to Congressional Delegation, including the House and Senate Appropriations Committee, for the following beach erosion and sediment control initiatives: a) Plum Island Sand Beneficial Project; b) Plum Island Section 204 Study re: Placement; c) Newbury South Jetty Repair Project
  8. M&C arranges meetings with members of your Congressional Delegation for Vince Russo and John Moak.
  9. Howard Marlowe traveled to Newbury to speak at a fundraiser/public event sponsored by the Plum Island Foundation. M&C staff arranges and schedules a tour of the coastline by Nicholas Kraus and ACOE officials.
  10. M&C secures federal funding from ACOE to initiate the Plum Island Beach Renourishment Study re: placing sediment along the coastline of the Island before the Appropriations process is completed.
  11. M&C plans and convenes the Plum Island Shore Restoration Summit with local elected representatives, community leaders and officials from ACOE.
  12. M&C conference call with the ACOE, State and local environmental officials, coastal engineers and community leaders to discuss short term solutions to the beach erosion issue (Geotubes/Sandbags).
  13. M&C conference calls with Senator Bruce Tarr to continue to strategize plans and initiatives for beach erosion
  14. M&C meets with staff from House and Senate Appropriations Committee to reiterate importance of federal funds for beach erosion projects.
  15. House and Senate Energy Appropriations Committees pass funding measure. M&C secured $855,000 for the Beneficial Dredging Project in the House FY 2009 E&W Appropriations bill; $400,000 in the Senate E&W Appropriations bill for the Newbury South Jetty Repair Project; and Newbury is expected to receive federal funds for the Plum Island Section 204 Study when the appropriations process is completed by Congress.
  16. M&C makes a request to the ACOE New England District to request emergency funds from Corps Headquarters to fix the south jetty so that it provides better protection against the strong currents that come with the winter storms we are experiencing. ACOE can probably do a temporary fix for less than a million and a full-fledged fix for $3 million to $5 million.
